Galbotorix only became king only because killed all the other dragon riders in the time when they all wanted power. He killed all the riders and became king.
Galbotorix had many soldiers. One of his servants was a Shade called Durza. He was a Shade that had could use magic. He was the kings best servant and told him to make sure
Eragon didn't reach the Varden. He didn't want him to reach them because he knew that he would would give them hope.
Another kind of soldiers he had were urgles. He had them fight in wars while Durza had control. The only reason The Varden one the fight was when Eragon killed Durza he lost control of the Urgles and the kull who hate Galbotorix.
The king also had another kind of solders. They were the Razzac. He used them in case he had to kill someone who was far away and didn't want to do it himself.
